Secret of Arcana not working?

Hello, I select "Secret of Arcana" from the "Black Book: Filament and Filigree" book, then cast a spell but my magika still goes down and I need to wait until it recharges to cast the spell again. Isn't "Secret of Arcana" supposed to not use magika for 30 seconds?

i think you have to equip it via your magic menu, then activate it. not sure.. never used it

go into magic, scroll down to Active effects and see if it is an all time effect

I have already tried that. It is selected as active, I then use another spell having "Secret of Arcana" active but my magika is still going down. Probably a bug then. Thanks anyways. :)

do you use the Unoffical patches, if you don't-i high recommend that you do

I don't, none of them, but I will try and see if that fixes this issue. Thanks!
