Missing Quests in Whiterun

This is weird. On a new character, I got quests as normal from Farangar, Andurs, Adrienne, Brenuin, Fralia, Lars, Hulda (also Danica and the Companions, but since I was sent to them by Hulda, they may have been able to sidestep the problem). Ysolda, Carlotta, Amren, and Uthgerd will speak to me, but don't have their quest triggers.

None of the quests I had in my log when I started talking to them (Halted Stream bounty, Azura shrine, talk to Aventus, join the Legion) are mutually exclusive with those NPCs' quests (I grab all of Whiterun's quests on every character in a big batch and then do them as I am able, except for Andurs' which I do as soon as I get it). If it was the latest mod I added (and the only new one between my last new character, who had already gotten/done the Whiterun quests, and this one), a Skooma Den for Whiterun (the one with a Khajiit fence and circular entrance outside Whitrun and under the bridge by the main gate), removing it didn't fix it.

Any suggestions? None of the quests are important (not even Amren's, since this is a 2H character), though it would've been nice to get the Speech point from Ysolda, so it's not *that* big a deal, but it annoys the completionist in me. :P

I'm not sure if this is the case (to be honest, I'm a bit confused), but often you can only have one misc quest of each type at a time. For example, if you have the quest "Recover Shavee's Amulet of Zenithar" active, "Recover Amren's Family Sword" will not trigger until the other "recover"-quest is completed.

No, like I said, none of the quests are mutually exclusive. I routinely have find Azura, Aventus (Dark Brotherhood starter), join the Legion/Stormcloaks, talk to Danica, talk to the Companions, bring the sword to Adrienne's father, Carlotta's quest to talk to Mikael, Ysolda's request for a mammoth tusk, etc., active at once on previous characters.

Well, the problem fixed itself as mysteriously as it appeared (went off to do Bleak Falls Barrow and the quests were available when I got back - despite not depending on either BFB quest). Hate when that happens. :/

just encountered the same problem :/ well, almost.. so far its only carlotta & ysolda that wont give me quests. no idea where this could be coming from, i have a few new mods... but they only add armor. nothing that could break any scripts. the only thing i did differently though this time was before i went to whiterun, i went to solitude to pick up a book there... and while i was there anyway, i talked to rikke and now she wants me to clear a bandit infested fortress. i already did bleak falls so thats out of the question, but maybe i should clear that fortress soon and see if that helps...

i went to fight the first dragon at the watchtower... when i got back, the quests were available. skyrim can be so weird sometimes... even after hundreds of hours play time and modding... -_-
