best way is farming money and then spending it in shops for your desired ore. you can farm dwarven ingots by looting dwarven ruins(dwemer scrap metal such stuff) smelting it into ingots and craft armor/wepons/arrows/other stuff. selling these things should yield enough coin for your desired ore

well mining the prison in markarth is the biggest silver mine i know of. the other has two locations in skyrim. the first is the ebony mine at shor's stone, the second escapes me but those are the two locations i can think of.

check places like hunters - (whatever, there are more than one i think) they should have lots of hides. also shopkeepers like belethor have hides and pelts

I'm guessing you want to keep gold spending to a minimum. Other than doing the "wait 3 days thing" at one good location... there are lots of "beasties" caves and groves in the world. Bloated Man's Grotto had 4 cave bears last time i was there (careful of the spriggans). That's 16 leather in one short run. Once you find a bunch of them (half dozen to a dozen should do it), preferably on the extreme sides of the province, bounce around between them. Between travel time and any crafting you'll do, it should minimize waiting time for respawns. The Riften area seems to have lots of bears. There's telltale bearsign all over that place. Broken trees are the giveaway.

I used make it a priority to hit Narzulbur ASAP for the Ebony. Just ignore all that 'forgemasters fingers' stuff and just march right into the mine. hehe

Adding to the good suggestions above, there are also lot of deer and wolves in the area between Whiterun, Silent Moons Camp and Ft Greymoor.
