Steel Smithing Perk Bug
Anyone have an issue where they have the Steel Smithing Perk, but cannot temper steel items to superior quality? It just stays on "Fine." First time I have had this bug, and I have upgraded things to superior on another save.

I don't think there would be mod conflicts, I haven't downloaded anything that changes vanilla armors other than appearance. Any ideas?

One thing is the perk....another thing is your skill in Smithing....it is the skill that makes you able to make better items...the perk just open up for it.

If you have right kit on and the right potions you should be able to get you stuff to legendary. Asuming you've taken the holy trinity route with alchemy, enchanting and smithing... Hope this helps you a little..

http://www.uesp.net/wiki/Skyrim:Smithing#Item_Quality has the chart you should refer to.

Without the perk, you need 31 Smithing to get an item to Superior. With the perk, that drops down to 22. So other than Orcs, most new characters aren't too likely to be able to get Superior with their first perk point spent...
Thank you all very much. I didn't consider that and I was unsure.
