It might not be what you are looking for if you want ALL the orcs in the game to be bigger, but this mod gives you A LOT of control in the character creation screen. You can even make individual limbs larger than the others, if you so choose. But it will obviously only affect your own character, not any NPCs.
By Warhammer do you mean Fantasy or 40K. I don't know much about Fantasy but 40K Ork are plant-based (they grow from Spore/Fungus) and bio-engineered by the Old Ones, not evolving normally (or unnaturally) like TES Orc. They also grow bigger when they age, or when they become more badass.
@ Big Boom Boom- I mean both Ork types, its a really minor thing I just like more 'monstrous' and intimidating Orcs. I think the fantasy Orks are the same, as 40k they breed through spores, I'm sure there was a story mentioning it in hammer & bolter.
