1. You need to get the active effect Seeker of Shadows from Black Book: Sallow Regent.(Dragonborn DLC needed).This improves all stealth skills, including alchemy by 10%. You will have only 1 option out of 3, but the active effects can be changed at any time in Solstheim. Seeker of Might will improve Smithing by 10%, whereas Seeker of Sorcery will deal with Enchanting. Remember that.
2. Become a Vampire or a Vampire Lord(Dawnguard DLC) and get the Necromage perk from Restoration school (Skill level 70 required). The perk will boost most of active effects by 25%, enchanted item effects as well after you equip them. You will notice the result in the Active Effects tab. Currently managed to hit a 75% boost from Fortify Enchanting potion, thanks to this perk.
3. I would create fortify enchanting and smithing potions instead of using Elixir of Enchanting or Smithing. They are better. Current max I managed to get is 60% on Fortify Enchanting potion.
4. Four pieces of Azhidal Armor equiped only and nothing else as the Active Effect- Azhidal's Genius will be cancelled out. This will add 10 points to Enchanting. Max Enchanting I managed to hit was 183. It might be close to 185 without the boring Fortify Restoration loop. Don't forget to get the perks in Enchanting tree: Enchanter 5/5, Insightful Enchanter and Extra Effect.
5. Equip Azhidal's 4 pieces. Get the required items you want to enchant. Get Seeker of Sorcery effect from Sallow Regent Book. You will have to be fast, because the Fortify Enchanting potion effect will last 45 secs only. Use whichever first potion is the best first: Elixir of Enchanting or Fortify Enchanting first. Add Fortify Alchemy(Fortify smithing where needed: Gloves, Ring, Amulet and Cuirass item) on Ring, Amulet, Gloves, Falmer Helm and any Circlet. This will make you a set, which you will have to use to make even better Fortify Enchanting potions.
6. Equip the Alchemy Boost set and change to Seeker of Sorcery into Seeker of Shadows. Begin making the potions: Enchanting and Smithing.
7. Repeat Step 5 and 6 until you get the maximum Fortify Enchanting potion.
Summary sequence:
1. Get the Black Book: Sallow Regent and add any 1 of the 3 effects: Seeker of Sorcery, Might or Shadows. Might as well complete Waking Dreams Quest for perk reset.
2. Get 4 pieces of Azhidal equipment (not sure if the mask counts).
3. Reach skill level of 100 in Enchanting, Alchemy and Smithing. Select perks in Enchanting: Enchanter 5/5, Insightful Enchanter (both a must) and Extra Effect (optional but recommended). Select perks in Alchemy: Alchemist 5/5, Physician and Benefactor.Smithing is self explanatory.
4. Find a batch of Falmer Helmets, Circlets, Rings, Amulets, Gloves(Bracers), Cuirass(Robe or Armor), alchemy ingredients.
5. Become a Vampire or Vampire Lord+ get the Necromage perk from Restoration.
6. Get Seeker of Shadows and create Fortify Enchanting potion via Alchemy or get Elixir of Enchanting.
7. Equip 4 Azhidal's pieces+ perk Seeker of Sorcery.
8. Get the equipment ready to enchant, use the potion and add Fortify Alchemy and/or Smithing on Gloves, Amulet and Ring. Add Fortify Alchemy on Falmer Helm and Circlet. Add Fortify Smithing on Cuirass.
9. Equip the Fortify Alchemy equipment and repeat from Step 6, until you get around 40-42% on each piece(Alchemy and Smithing).
10. Make Fortify Enchanting potions until you reach around 57-60% of their effects.
