General Tullius is Not In Castle Dour
I want to side with the Legion on this play through, but the Legget just talks as if he were there, (but he's not there). So I cannot talk to him to join and start the quest. Whats going on?

A mod most likely. Its the same with me. My Tullius is not there as well. I think it has something to do with the Alternate Life (Or start I can't remember the mods name) mod. Just find his ID and use the console commands to move him to you while you are there.

the player.placeatme command you mean? or something else?

player.placeatme (Tullius ID) while you are in the place where Tullius should be. I have done it before (not sure if that was the command I used). He did try to walk away but I believe the problem cured itself after doing the questline for the legion.

I had to find uthgerd so i tp'd to her at bleakwind basin and had to fast travel there again to reload the area and suddenly when looking around i find tullius standing near the rocks for no reason
