Downloading the Unofficial Skyrim Patch fixed it right up.
That should check the stage "speak to Jorleif". You may have to do the same thing with the investigation-stage, Idk
Apologies if already tried, some miss it.

I should be able to start checking the crime scene where there is a location indicator. I get nothing that says to move on to the next stage.
I've tried to load an older save and same thing happens.
I'm running no mods in Skyrim Special Edition.
It's been a while, but as i remember it was that the quest IS glitched, the people youre suposed to talk to are gone, but there is a very faint and rather hard to follow blood trail leading from the place where the body was, just follow it and itll lead you to the next quest area.
