Idesa Sadri missing NPC (Dark Brotherhood start)

Okey it's not actually this NPC that is missing, but in the city that starts the dark brotherhood quest (snowing, winter, hate on elves.. I forgot the city name so these are the only clues I can give ..), she would used to talk to a child when you approach them .. but on my game there is no child to be seen and this NPC is talking to herself. It's really weird and I've been trying to figure it out but can't. Mods don't seem to be the issue or the cause of this, and restarting Skyrim didn't help, neither did trying different savegames. Also it's as if there are less NPCs here in this city to begin with, but that might just be my imagination going wild..

The only thing I can imagine giving this problem is the "Random Alternate Start" and because I haven't done the main story yet (I haven't even been to Helgen so literally NOTHING started yet, I bet I won't even see dragons either). Could this be a problem?
