Report a translation problem
The console is built into the PC version already. Just hit the ~ while you have the game running. The wiki has exceptional breakdowns of how to use each commond. Basically, I had to use the console to generate the three books needed to complete the quest without ever going into that part of the keep. Unfortunately, just having the items didn't trigger the next part of the quest, so I then had to manually tell the game to progress the quest to the next objective.
My suggestion is to read up on the console, then write down whatever commands, item codes, and quest codes you need in order to get to the next step. Note that I only used this to complete Fellglow, and have no idea if your problem with Wolfskull could be solved the same way. Also, I never actually got to go to the Ritual Chamber, or face the boss there, so this is only suggested as a last-ditch solution in order to progress the College of Winterhold story.
A word of caution: The console is a powerful tool, but using it incorrectly can decimate the game's code, causing glitches that you may not even realize until hours later. Always keep some saves handy from before you use it.
