Where can I get a free horse?

I do not want to steal a horse, but I would also not like to pay for one. I want the horse to be free and to follow me everywhere I go. It will ease my travels.

There is a quest in Rifton. When you finished it you can get money or a horse.

There is a horse just to the east of the magical city, cant remember what its called, where the mages guild is. its just down near the water and theres an abandoned hunters tent and some dead game. careful though as if you are a new character its a dangerous place, snow cats and bears will tear you a new one.

once you jump on that horse and ride it once you can fast travel and it will be with you for good.

There is one nearly at the start of the game, really close to Whiterun (first town you can get a house and has a Jarl). When you leave Whiterun go right and just walk around Whiterun (on your left) somewhere between the rocks there are 2 bandits loading up a cart with a horse there. Kill them and get the horse.

I also found a few horses randomly at little personal camps throughout the world.

pretty sure Ultimate Follower Overhaul lets your followers ride horses, but i use AFT, it suits my style better. i dont use horses anyway. (amazing follower tweaks)

pretty sure you have to steal that horse, which may go against his way of playing.

If you really want a horse and control over it without stealing get Convenient Horse Mod. You can also designate whether you want you followers to have horses and decide if you want the horse to fight for you or get out of the way.

Yeah, I use convenient horses and UFO (ultimate follower overhaul), too, and never had a problem.
There are also mods that add horses/herds to the wild and you can own a horse when you tame it. Maybe that'd be interesting for you :)
