Maven Black-Briar is Missing

The title tells the main problem, but to go into specifics...

Ever since Maven Black-Briar became Jarl of Riften after giving it to General Tulius in the main quest, she has been missing, along with the other Black-Briars who were supposed to be inside Mistveil Keep. When I have a quest marker that is supposed to take me to her, it tells me to exit Riften onto the docks and then tells me to enter Riften again after leaving.

I've tried verifying the cache to no avail and have looked for her in the inn and the manor to find that she is still missing. I'm just wondering if there is a fix for it.

Edit: I guess I should provide one more detail. I just recently found out that I had started the skooma quest to become thane of Riften awhile back, but didn't finish it.

In a related quest she was on the 2nd floor of the Bee and Barb. I had a heck of a time finding her finally someone told me where she was. You might want to try there but I have not done the civil war quest yet.

If you find her Hendocks let me know but I will play the Stormcloak side when I play. It would just be a nice thing to know.
