Quill and Inkwell in Whiterun
So, i was seeking in every building in Whiterun for these 2 items for about 3 hours and i did not find them... If u saw them somewhere in the Whiterun, please inform me D:

Cant say about Whiterun, but these bandit forts should have some and the college in winterhold should have some, too.

Like he said, they usaully have a bunch of them. Just curious, what do you need them for?

Charcoal and a roll of paper is a must for a quest later in the game. So always try to get them.

Lol, I had the same torment, I needed them for the Bard's Journal for the Become a Bard mod.

Depending on where you are I'd check near were mages play. I'd also check every barrel you came across (that didn't specify food) as you'll often find them in there too. I had the same problem with Hammers, saws and other crafting instruments until I removed the mod "Titanium Dragon Equipment".

Sorry, but i mind using console, i just don't like cheating. I need it to make one of bandoliers from mod.

many mods fit right into the game without altering it a lot. Lore-friendly mods are something very different to using console commands; though it of course depends on the mod and what you consider lore-friendly.

As for the original question: look at places where mages live, most likely their desks. I also found some just 10 minutes ago at a shrine of Zenithar, if that helps :)

Thanks, Astolith. And i am not using this mod to be overpowered or cheat the game. The bandolier just look great with my new armor. It's not enchanted and doesn't give any other protection...

The Quill of Gemination that Maven Black-Briar wants? Um it's at the bottom of the lake next to Riften sorry to say, nowhere NEAR Whiterun...
