The Dual Flurry Perk in the actual tree will still have the prks in it (2/2). But in-game, it just turns itself off at random times, meaning my attack speed isn't the same at all times.
Basically, I have the same problem you do.
A poll of opinions might be useful here--let's wait for others to chime in--but I think that it is not meant to be the same speed at all times. You are supposed to be faster, yes--but if you are slowed down by an external factor then all that means is you are faster than you would have been without the perk. Your speed is relative to the condition you are in and the damage you are taking--it does not over-ride negative factors.
All testing was done inside of Solitude with no negative effects, diseases, etc.
I would equip an Ebony Dagger and Ebony sword (in the right and left hand respectively). I would go as far as to change the order around and it would never make a difference. The only thing that appears to make a difference is whether or not I loaded a save file or new area where at the time I was dual wielding.
Here is a very simple test. Put a 1 handed weapon in your main hand AND off hand. Save the game. Now load that save file. Test the weapon speed and watch it very thoroughly. Count how many swings you can get in 10 seconds. Now equip a spell or shield in your left hand. Test the weapon speed again (you won't notice a change here). Now save the game with the spell or shield still equipped in your offhand. Now load that game. Test the weapon speed again (you will notice a significant drop in attack speed). Now equip a weapon in your offhand once more and test the weapon speed again. Your weapon speed will still remain slower than it was at the beginning of the test, and as slow as it was after you loaded the second save. On ever single test, Dual Flurry will still have both perk points in it and will still think it is active when it really isn't.
You can perform the same exact test a different way by entering/exiting a building or new area in general rather than creating a new save and loading it.
In general, hitting a loading screen determines whether or not dual flurry activates. The bonus attack speed even carries over to other weapons such as bows or 2 handed weapons for no apparent reason. But if you save your game with the bow or 2 handed weapon equipped, then load that save, the attack speed becomes reduced again, and reequipping your dual-weapons will not change it unless you save then load again, or enter a new area.
Perhaps others have ideas they'd like to share.
It seems to have fixed itself after I got the Overdraw perk in Archery (or at least that is what it looks like).
More testing is in order to discover the cause of the problem and the apprent fix.
Edit: But is there any other way to fix this? has anyone else tried anything else? because I have overdraw but it still is slow.
Do you mean just the power attack of Dual Daggers or just in general? As far as I am aware, using the Dual-Wield power attack for 2 daggers has never benefitted from extra attack speed. If you mean in general, then I am not sure.
I actually went back and tested it further and it is directly connected to Overdraw. When I use the console to remove the perk, the attack speed acts up. However, when I put it back, it works fine 100% of the time.
I have also tried using the console to directly change attack speed and setting it to 1.35 to simulate Dual-Flurry, but when Dual-Flurry randomly turns itself back on it skyrockets to 2.0 or higher if you have other buffs. I have also tried locking the attack speed at 1.35, which is an option, but it also means that if you use another stacking or simply greater attack speed boost such as the Elemental Fury shout, your attack speed will remain at 1.35 and completely unaffected by the shout. Conversely, if you are affected by an attack speed slow such as an ice spell, your attack speed will remain at 1.35. That 1.35 will be universal to all weapons, including bows, 2-handed and 1-handed weapons alike. It does not affect spells to my knowledge. If you are comfortable playing the game that way, then go for it. It just makes me feel uneasy to play that way, not being able to be slowed or sped up.
Switching cells (loading screen) seemed to have fixed it, but only for a time until the tempremental perk decided to break again.
I appear to have fixed it by reading "Waking Dreams" from the Dragonborn DLC, resetting my One Handed and Bow perks, then redoing them in this order:
5x Armsman -> 2x Dual Flurry -> Dual Savagry -> 5x Overdraw -> Eagle Eye -> Power Shot -> Quick Shot -> 3x Critical Shot. Though I doubt the order matters, it appears to have fixed it for me, and the multipliers are properly being applied/reset on weapon swap.
At first I thought it was a mod causing the problem, becuase I am running a huge number of mods (around 60) including Immersive Armors, other armor mods, Dance of Death, UFO, Convient Horses, etc. On top of that, I notice it just when I cleaned a lot of them using tes5edit. So I thought it could have been anything, but after checking a few times when clearing a dungeon and doing QA level testing of all kinds of weapon swappings, I seem to be good.
