Ignite+Aspect of Terror not working

The ignite spell you get with Ahzidal's Ring of Arcana from the Unearthed quest.
The Flames 2/2 perk(s) brings this up to 6 damage per second for 15 seconds.
The Aspect of Terror perk from the illusion tree (taken in the proper order) should bump it up to 21 damage per second for 15 seconds.

I can never get more than 6 damage per second, even in testing, any idea why? I do not have any mods that alter magic just the unofficial patches

Could be a bug.
Maybe these perks wont stack up. Try it with a second character. If this problem persist, its not meant to work or a bug.

If you have the Unofficial Patch, Aspect of Terror no longer boosts fire spells. Try uninstall it or start a new game without it. If you know how to use TES5edit or SSEedit you can disable this specific patch.
