it is a universally know fact that the higher level you are, the more OP special/unique item's, weapons, armor get.

so start dawnguard at lvl 10 and dragonborn at 20
All unique items do vary in power and enchantment strength. Unique weapons have diffrent strengths at diffrent levels. this has been confirmed with DLC unique weapons, deadric weapons and faction weapons (excluding civil war factions.) i havent tested deadric armors. i dont think thier base defense increases.
Normal vanilla weapons under diffrent names dont increase or level with the player i think.
