I bought the game and I paid my 30 dollars for the game. But it dosnt appear in my Library and when i can find it i click it and it takes me to the store page where i then click Play Now and it dosnt do anything

Well your profile shows you own the game, so maybe close and restart steam and see if it fixes it. If not I suppose contact support.
