I have gotten the horn I was supposed to get from Ustengrav, but the way to the dragon on High Hrothgar is still barred by savage wind. I thought it was supposed to clear? Is this a glitch? Is there any way I can clear the way?

No, it is not a glitch. I am going to put the solution into spoiler tags because it reveals much of the main storyline:

You need to find Esbern in the Ratway under Riften. Then you need to get him back to Delphine in Riverwood and travel to Karthspire, to Skyhaven Temple, where you will discover Alduin's wall. Esbern will tell you that the old Nord heroes used a shout to defeat Alduin, but it is not clear what shout it is. You can then suggest to ask the Greybeards for support. Although the Blades and the Greybeards dislike, if not despise, one another, Delphine will agree. Once back at High Hrothgar, Arngeir will first get enraged and refuse to help you, but then change his mind. He will ask you to come with the Greybeards to the courtyard where he will teach you the Clear Skies shout which you need in order to open the way to Paarthurnax on top of the mountain.
