Sorry my internet server is bugging me at the moment won't be fixed for 3 more days. Basically all I can get is steam main page and sometimes the forum.
Jakcman have you a friend who plays have a look at their folder maybe get a copy of TESV.EXE
and paste into your skyrim folder(Desperate measures sometimes call for desperate solutions)
This is if you can't find it but verify your game first again, maybe steam may do an update.

The important thing is that SKSE is installed into
C:\Program Files (x86)\Steam\SteamApps\Common\Skyrim
Any other Skyrim folder is incorrect.
The default location for installing Steam and Skyrim in Windows 7 is Program Files (x86), but you may have installed it in Program Files instead.
Program Files (x86) is for 32 bit programs
Program Files is for 64 bit programs.
C:\Program Files (x86)\Steam\SteamApps\Common\Skyrim - CORRECT!
C:\Program Files (x86)\Steam\SteamApps\Common\Skyrim\Skyrim - WRONG!
C:\Users\Username\Documents\My Games\Skyrim -WRONG!
C:\Users\Username\AppData\Local\Skyrim - WRONG!
The precise folders you will see depends on what mods you have installed.
The order of files in the folders will depend on whether you have sorted them by Name, Date or Type.
The important thing (which has been said more than 20 times and is why I thought Jakcman was a troll) is that SKSE is installed into:
...\Steam\SteamApps\Common\Skyrim
But if he downloaded the installer, he just needs to double-click on it and it's installed automatically if Skyrim is installed in the default location.
Also, this sort of confusion can be caused by Windows hiding files, file extensions and directory paths and imposing those mindless libraries on top of everything. It really makes user control much more difficult.

NEVER move or delete files unless you really understand what you are doing really, really well.
Did you delete the file with the teddy bear icon when that viral spam came round a few years back?
MSVCR110.dll is part of the Microsoft Visual C++ package, so you need to install that again if it is not working properly.

like I said before I never removed anything. windows updates automatically, and i'm using windows 7. I don't know how it could possibly have been removed.
Thank you for the help, downloading that file helped the SKSE to work :)
