This means you were logged out of steam and can't post your comment or discussion... steam signs you out after a while of inactivity, this often happens when you type a long comment/discussion, it can happen while you use a browser and more rarely in steam itself
[SOLUTION]: Open notepad, copy your discussion (everything typed) into notepad, refresh the webpage, sign in again, start your discussion again and this time just copy and paste from notepad to discussion, this ensures you can post before being flagged as inactive

Apparently Error 2 is indeed, That the topic post is too long.
Either that the post contains too many characters or too much spacing (possibly the post is so space/long that it extends off the normal page allowance)
