You can download Nvidia Inspector from Guru3d.com: http://downloads.guru3d.com/NVIDIA-Inspector-1.94-download-2612.html I think there is an updated version that autodownloads after installation.
Open Nvidia Inspector and click on the small tools button. From here we can edit Global Settings (Global_Driver_Profile) and also individual Games' settings. Click the little down arrow to the left of the house shaped button (Profiles Dropdown Menu) and select "Elder Scrolls 5: Skyrim" from the list. Look for "Frame Rate Limiter" and change it to 119 or 60 or whatever you wish. I hope this works for you!
