- The goods were delivered to you but were faulty or not as described
You should contact the supplier first and ask for a refund. If the supplier will not refund your money and you paid using a credit or debit card, your card provider may agree to reverse the transaction. This is called a chargeback.
In order to start a chargeback, you should contact your card provider (the bank or credit card company who issued the card) immediately. Give them details of the transaction you are disputing and request that they follow it up with the supplier’s merchant. This is the bank that processes card transactions for the shop or company that debited your card.
There are numerous reasons why a sale can be charged back to the seller, and these are set out under the rules of the various credit and debit card schemes, such as Visa, MasterCard, Laser or Maestro. Each card scheme has its own set of rules for chargebacks which can vary from scheme to scheme. In order to issue these cards, your provider signs up to these rules and they must investigate any transaction you dispute.
Most schemes offer full chargeback rights to consumers. But with some debit cards schemes like Laser or Maestro you cannot use the chargeback facility if you do not receive the goods. For example, if you bought something online and the trader did not send on the goods, then you cannot chargeback what you paid if you used Laser or Maestro to pay for it. If you are buying online, think about using Visa, Visa Debit or MasterCard as these schemes offer a chargeback facility if the goods are not delivered.
Dispute rules for each card scheme vary. This can be important if a retailer or service provider you have done business with goes out of business.
If there is a transaction on your bank account or credit card statement that you do not recognise, contact your bank or card issuer straight away.
If you request a chargeback and you are not happy with the response from your card provider, you can make a complaint. "
Also, it was released yesterday. By Bethesda. Should be enough said :D I'd just wait a few days and see if they fix it. It's not like anything Bethesda releases works at release day.
Doing a chargeback with the bank WILL get your account banned or the privilege to buying games revoked with no way to remove this restriction.
Just try to vertify cache and see what happens.
Yet people who have gone down this route have been banned/restricted to buying anymore games, I have yet to see anyone not banned for this.

EDIT: Why the fishes would you take this to court? He chose to buy the game and if he charges back, Then thats it...

Bank forcfully takes money from Valve Corp>Valve finds out>Blocks the account which the ID/Transactions ID was linked to
So If he don't want to risk a ban, Then keep going with steam support! They might be slow but they get there in the end...
FYI to OP, The money refuned will go into your steam wallet and not back into your bank.
EDIT2: If you do chargeback mind you, Prepare to pay the same money again to unlock your steam account.
There's banning and unlocking, But the unlocking can only be done via support.
I got to admit, That's quite rare around these parts.
I bet I know what some of them games are too... But I wish some people on here would understand that Steam support takes up to a week to respond to tickets...

I chose to buy the game and play it...i buy game not steam. People have problem witch this for over one month accordning to user "LemurCatta"post and other threads:
"this problem is long-timer here, and dont affect only Legendary Edition of Skyrim. It's a shame, that they do nothing about it. I think they must know about this,'cause of so many ppl r having this prob and complaining about it."

Under the Consumer Protection (Distance Selling) I am entitled to a refund. Steam is classified as a service and I have the right to a refund within 7 days if purchased product is not as described or the supplier did not deliver the goods
Then do what others have said and POLITELY explain the situation to Valve/Steam.
So if the appiclation file was missing, Do some google searches for any fixes.
Pays to do some research before asking for help from support.
Agreed, Glad I have never had to ask for a refund though.
