The "dwemer armor" in Morrowind were just pieces of automatons that could coincidentally be used as armor by non-dwemer.
That is up for debate in Morrowind itself, some sources agree with you others do not.

The metal is not wat made them great, it was how they used it.
The standard armor and weapons was simple because that was enough for them.
If a modern army went against one from the middle ages the soldiers would get standard armor and not the best ones that can be made.
1: Standard is cheap and easy to make(goes for all times).
2: We have tanks(the dwemer had automatons).
but basically I think that like some people have said
the armor that is authentic, hand worked by real dwemer, dwarven stuff is all insanely old so it has started to degrade
meaning the stuff you find in the dwarven ruins is considerably degraded
further
in the literature it says not only could no other race create the alloy necessary for authentic armor but that no other race (barring a legendary blacksmith i may not know about or something) could work it properly
ntm it is my understanding that melting down metal repeatedly to recast it weakens it dramatically
so that armor set made of smelted dwemer struts is not going to be as tough as the alloy the first time it is made
so all dwarven armor is a new cheap facsimile or an old ratted out artifect
which explains quite handily why the supposedly impossible to breach armor is lower midtier
for further proof that the dwemer cities arent holding up perfectly
notice that the automatons (that arent already broken) all jet steam out of every coupling and valve instead of a singular exhaust port
no race of brilliant engineers would do that
meaning the stuff has since broken down
I don't remember the Dwemer being such good necromancers.
ALSO i like to think it simulates decay and the secret to making it stronger has been lost to time so you know how to make the basic structure and you can reinforce it with more dwarven metal. OR maybe the dwarves made crappy armor and reinforced it over time so it was more powerful...guess the world may never know
