Still Can't Buy House in Falkreath
I have no misc quests on the list that conflics (I did the Mammoth Tusk quest before the Jarl gave me the Black-Briad Mead quest), I have not sided with either Stormcloak or Imperial, I have not done any Dark Brotherhood quests at all, I have given the Black-Briar Mead to the Jarl, and I have also killed the leader of Embershard Mine for the Jarl.

Still I do not have the option to buy land from the Stewart Nenya, and it also appears the Thane quest line is also now stuck as there is no option to do favors around Falkreath. I'm level 8 and I haven't really done anything in the game yet. I purchased the DLC on XBOX and had no problem with it. However I decided to grab the PC version and yeah this is annoying. Oh yeah no mods pure vanilla fresh install with latest patch and a new char. Derp.

The opetion to buy land won't appear until you are level 9 or 10. the random quests will probably start then as well.

One of the favour options will not be filled for quite a while. If you have Hearthfire you could be offered land before you have all three favours filled. There will be quite a few things to be done before you get that option. Have you tried Whiterun?

Well you were correct in that at level 9 the courier would find me. Once I read the letter I'm supposed to go talk to Jarl of Falkreath and guess what? Yep it doesn't work. So I have indeed managed to bug out this quest line entirely including the Thane quest line.

Few things of note here. Bethesda sucks for one. Second I'm not quite sure what triggered this or in what order but I have a rough idea. I ended up with the quest for Ysolda in Whiterun and the mammoth tusk before I went to Falkreath. While this quest was active I spoke to the Jarl and Nenya who gave me a job to kill a bandit leader.

After killing the bandit leader there was nothing so I left and went and did something else. Eventually I came back and was confused as to why nothing was happening. Normally on XBOX I just go to Falkreath right from Helgen and start the quest line. Usually buying Black-Briar in Falkreath etc. I have no problems. However this time the only thing I had done differently was talk to Ysolda.

Again I'm not running any mods or unofficial patches. Just the base game with Hearthfire installed on a bran new character and a fresh install. As to why Bethesda doesn't do a better job of supporting their games I don't know. I thought with all these patches they were actually doing something. Now that i think of it I don't think my shield block sound was working either =/

I loaded an earlier game just as I was leaving Riverwood before I went to Whiterun and picked up the Ysolda quest. Only this time I went straight to Falkreath and sure enough he asked me for the Black-Briad Mead right away. I follewed it up with killing the leader of Embershard Mine and lo and behold the Jarl mentions the land for sale and tells me to talk to his Steward.

The Ysolda quest in Whiterun definantly has to be finished before the Jarl will ask you for anything. If you come back to Falkreath and ask for work from the Steward with the Ysolda quest still active, you will bug out the Hearthfire quest line and won't be able to become a Thane in Falkreath. If it's not that then it's because I actually finished the quest that Nenya gave me before cleaning up the Ysolda quest.

Again I've never needed the couriers letter to buy the land in Falkreath so I knew something was up. I know there are many other ways to bug this quest out but come on Bethesda. This was just sloppy and I regret having to buy the DLC twice heh.

YES!
In my save, I completed all Dark Brotherhood quests before bothering with Siddgeir, thus I killed Helvard, the housecarl. Apparently this made them hate me, even though I was never seen.
This fixed the problem. Thank you sir, for your contribution!

I usually target the bugged NPC with my cursor and tell I see there base id and open the console window and then use kill, disable and enable, it's supposed to reset the bugged NPC and then go back to my player home and wait 5 in game days and return and sometimes the NPC's are back to normal and the option for land purchase or thane appears, other times when it don't work, I save just before opening the letter from the carrier and and then save outside falkreath and open the letter before entering the town and then enter the yarl's long house, and wait for the line, owe it's you, I'ver heard so much about you line from him.

So, any clue for if you completed the stormcloaks storyline and still can't get the new Jarl/steward combination to allow you to buy? I'm a Thane with the new Jarl, however, I am still not getting the option to buy land with the steward.

From lvl 1 you should be able to buy it if you have the DLC enabled and have killed the bandit leader.

Which bandit leader? I've killed all the ones in my miscellaneous quests.

The one the Jarl sends you to kill. If you have cleared all the bandits in all the caves/camps in Falkreath hold, wait 30 days, the ask the Jarl again.

Okay, I'll wait a bit thanks. Not sure how long it's been since I cleared the last one. I might just end up making another character and trying again, because I want to do another build anyway. Thanks.

Oh my god, I love this man. This man saved my DLC, or at least made it accessible.
