Windhelm: Hjerim. Player House
Is this house still bugged?
On my first Skyrim run i bought the house with no problem what so ever. But rest of the time i werent able, the quest bugged and so on.
Question is: Are the house and quest bugged?
If yes: How should i do to make it work? Any order i need to do?

Finishing 'Blood on the Ice' does not make the house purchasable - you must have progressed the civil war as well - either to the battle for whiterun (stormcloaks) as for Imperials I'm not 100% sure but www.uesp.net probably is
