Unable to buy a house in Markarth.

Before you ask, yes, I did receive permission from the jarl to purchase property in Markarth. However, when i try to talk to the steward, the dialogue options won't appear. It's as if he has nothing to talk to me about even though there's a house for sale that he's supposedly selling.

I have not even started the civil war quest line and I'm not aware of anything I've done that could potentially prevent me from buying the house.

I used the console command "setstage favor250 15" (also "setstage favor250 20" worked) while clicking on Jarl Igmund and that fixed it, thanks guys.
I thought I would comment because I had to fully close Skyrim first and reopen it for it to work. The first time I tried it the Jarl gave me the axe, the quest marker moved to Raerek but Raerek still wouldn't give me the house. Hopefully that helps someone else.

Now I may be 10 years late but if you ever have this bug in any town use setstage HousePurchase 10 and it'll just complete the buy the house quest. And it even uses the money!

At least Steam aren't ridiculously strict about necro threads. On the Elder Scrolls Online forum, the moment anyone replies to an old thread, it gets locked. You'd think the moderators would have something better to do like, oh I don't know, "moderating" ?

As for Vlindrel Hall, I bought it too. What a depressing, gloomy place! LOL. After trying various others, I ended up building Lakeview Manor near Falkreath, it's much more pleasant to live in, and has great scenery nearby. The Dovahkiin lives there with a wife, the housecarl, 2 followers (Serana and Mjoll), 2 adopted kids, a pet fox and a pet dog. The place is a madhouse! He he.

I think you can unsubscribe from even your own discussions. It's kinda fun to see the responses to stuff years later, though. At least I think it's fun. YMMV

It's been years since this but I'm having issues on trying to even get any quests from either jarl or the stewardess. I tried going to the inn but I can't even get a bounty from them. I do have some mods but not sure if that's causing issues on it or how to fix it. Any idea how to fix it?

If your playing PC keyboard n mouse Type in command console setstage Favor250 15. Hopefully this will make the option to buy the house appear when you talk to the Jarl next time.
