Unable to buy a house in Markarth.

Before you ask, yes, I did receive permission from the jarl to purchase property in Markarth. However, when i try to talk to the steward, the dialogue options won't appear. It's as if he has nothing to talk to me about even though there's a house for sale that he's supposedly selling.

I have not even started the civil war quest line and I'm not aware of anything I've done that could potentially prevent me from buying the house.

So I used the cheat that was suggested by LinkStrife, and after I helped 5 people I couldn't buy a house. (I'm level 17, that might have something to do with it)

Clicking on the jarl didnt help none of the commands are working either

You have to be level 20 to finish the second quest for Jarl Igmund.

No problem. I searched the web to find the command to reset the quest.

In case anyone comes across this and is still having trouble, type 'setstage favor250 20' into the console, then speak to Igmund who will make you thane, then after that speak to the steward to buy the house. (Came across the solution in another forum)

I had the same problem. My trick was to load again before I finished any jobs for the jarl (report back to him) and did the bounty job his steward offers. Then I reported to the Jarl and asked if I could do something else for him. He offered to become Thane, if I helped 5 people and had property in Markarth.
After that I could buy the house.

Your link worked for me!! I ended up using setstage Favor250 15

Just like the poster I had already gotten permission from the yarl, had the money, even had an icon above the stewards head but no conversation about the house would start.

I used the console command "setstage favor250 15" (also "setstage favor250 20" worked) while clicking on Jarl Igmund and that fixed it, thanks guys.
I thought I would comment because I had to fully close Skyrim first and reopen it for it to work. The first time I tried it the Jarl gave me the axe, the quest marker moved to Raerek but Raerek still wouldn't give me the house. Hopefully that helps someone else.
