Unable to buy a house in Markarth.
Before you ask, yes, I did receive permission from the jarl to purchase property in Markarth. However, when i try to talk to the steward, the dialogue options won't appear. It's as if he has nothing to talk to me about even though there's a house for sale that he's supposedly selling.

I have not even started the civil war quest line and I'm not aware of anything I've done that could potentially prevent me from buying the house.

Not sure but you could try leaving and then coming back in. I did not strike this problem and had the 10,000 which I think he asked for when purchasing.

I have the gold I need to buy it. Something i forgot to mention is that everytime I approach them, the jarl and his steward are talking about forsworn, and it's the exact same dialogue everytime. The conversation starts everytime I enter the keep

This could work:

Open console (key above Tab)
Type: setstage Favor250 10
Talk to the Jarl and then to the Steward. (The option to buy the house should have reappered.)

The Forsworn is the main conversation between the Jarl and Steward and as you say is the same every time you approach them.

I'm not sure what this command does but it doesn't seem to have had any effect.

According to the UESP wiki, it was supposed to fix the bug (sorry it didn't work). They also offer other solutions. Here's the link where I found the info, in case you would like to check it out:

I may not remember correctly, but if this is the town with the murder mystery quest, make sure you finish that first. As I recall, you can't buy the house until that quest is done.

I will finish that quest and see if that solves it.

What you have to do is perform a quest given by some citizen (the main merchant gives you one I think). After you have done it, the conversation with the jarl and his steward will work.

I just got done with the quest and I still cannot buy the house.

I guess I'll try going through the main quest or the civil war quest and see if i can't get a differant jarl and steward to talk to.

Hmm, commes from having met the requirement before starting the quests apparently, resulting in dialogue not triggerring. The command did fixed it for me though.

I also have the issue now, I spoke to Raerek without knowing of the bug.

None of the Wiki commands have fixed it for me.

You have to click on the Jarl in the console.
