Try actually equiping them and casting a sustained spell, you should see them taking no mana if your items add up to at least 100% reduction.
Cause I think its kind of really overpowerd, if you dont have to spend as a mage points in your mana later in the game, if your enchanting is high enough.
There is also the fact that you only gain the ability to make enchantments of that strength after a great deal of investment, which should have good rewards.
But with the bug before I was not sure if it was in the meaning of the publisher, that you can get this much manacost reduction.
At the moment Iam trying to get my alchemy to 100, but this sucks and take a lot of time and money, in my eyes much worse than enchanting.
