Stuttering and FPS issues gone forever. ULTIMATE TWEAK if you are windows7. A must try.
Who is affected
It only applies to Windows 7 X64 and X32 and only in systems using more than 2 physicial CPU's and/or more than 2 "logical" cores - ie: Core i7's.

The Problem
CPU Core Parking - Google it.

Core Parking is a feature of Windows 7 that is causing rare performance problems. I don't notice it on my home i7 / Win7 system but some people are getting microstutters and odd behavior in certain programs. Without the following " tweak" you may see CPU spiking in your programs and Windows Task Manager - some CPU cores will be "turned off" / "parked" depending on load and they will be dynamically turned on or off and dynamically loaded up or down as the system deems necessary - the scope for glitchs / pops / clicks / droputs etc.... in such an environment is simply enormous. To the best of my knowledge, there is no known "switch" to turn it off - no utility I am aware of to "tweak" it off.

THE FIX
- Go to Regedit
- Select Edit > Find... and find this key: " 0cc5b647-c1df-4637-891a-dec35c318583 " just copy and paste without the quotes in the find box.
- Within this key, there is a value called: " ValueMax " This value represents the % number of cores the system will park
- Change the value of " ValueMax" to 0 so that, it matches " ValueMin "
- You will have to find the key a few times and repeat the process for each time it is found - the number of instances will depend on the number of power profiles in your system. To do this go back up to Edit > Find Next. (I had 3 instances of this key in my registry.)
- Do a full shutdown and power-off and cold-re-start.
Skyrim will run much better and smoother and so will everything else. Not a micro stutter in sight. Create a restore point first and back up your registry to be safe. This tweak is the best single handed leap of faith i've tried and i'm blown away by the results. Try it.

I dont think most people would try this without backing up their system and most people wouldnt try this at all. B/C what I read made me extremely reluctant with the regedit and stuff.

Create a restore point and there will be no issue. All cores are constantly on but with a much diluted work load so temps are running cooler. Much better than 2 cores doing all the donkey work and the others joining in as and when needed. This is exactly how Alienware overclock their processors. They do this before upping the voltage as the cores are all running with a less workload. All you are doing is just enabling all the cores. Worst thing is that it will reduce your battery life if you are running on an unplugged laptop.

hm regedit cant find it on this windows 7 machine . any suggestions?

I would strongly suggest not editing the registry. But if you are wondering about it the Windows Resource Monitor will tell you if Cores are being Parked. And if you must, use this program[www.coderbag.com] to manage core parking instead of editing the registry.

Google 'cpu parking' to get all the info you need, its quite safe. If nobody fancies editing the registry manually then follow this link http://www.coderbag.com/Programming-C/Disable-CPU-Core-Parking-Utility to a utility that will do it for you. When you try it and you receive butter smooth gameplay and 10+ fps more then you will always use it from now on on every PC you own from now.

I just tested on my machine.
The game is noticebly smoother.
Some gain on fps, I generally play on the 20-45 fps range depending on the scenery.
Outdoors I'm now getting 35-52 fps.

Tweak seemed to work for my i7-2600K and gtx 560 ti. Two cores had been parked in the registry, I always had a solid 60 fps, but the microstutter would kick in as I left interior to exteriors. The microstutter seems to be gone now.

I *think* it solved my issues too, after rebooting. Didn't use the regedit thing, just a standalone .exe I found.

well i mean when i use the search function 0cc5b647-c1df-4637-891a-dec35c318583 in regedit it doesnt give me any search results.
