Where is the key to Pelagius' Wing?!

I started a new game for Dragonborn, found it wasn't leveled so started leveling up. Am trying to do The Mind of Madness, but none of the damn NPCs who are supposed to have a key to the wing have a key when I look through their inventory. I can only ask to get in; I don't even get the indimidation option.

I am only level 6 atm, and I know a lot of the daedric quests only are doable at a certain level... I didn't think this was one of them, though. What in Oblivion is going on here?

one of the servents has one, the jarl and a few of her fanes have them. talk to the maids they tend to help you if your speach is high enough.

be warned that quest (The Mind of Madness)the minute you took it adds in so many script errors it will CTD you and they can't be removed from the save game.

I know who is *supposed* to have them. The problem, though, is that they don't actually have the key like they are supposed to. Una, Erdi and Firebeard all are missing the key from their inventory when pickpocketing or killing them. Indeed, no one at Blue Palace has any keys at all!
