Phinis Gestor (Conjeration mage) won't sell to me
When I talk to Phinis Gestor, the master conjeration mage at winterhold, he doesn't have a sale dialogue option. He will train me but he won't sell things to me, so I can't buy anything from him.

What level Conjuration are you? You have to get to 90 to start the quest.

I'm not that high but i don't need master level spells yet, what I need are normal conjuration spells, and I don't think you need to be level 90 to buy a flame atroph
