https://support.steampowered.com/kb_article.php?ref=4911-EICN-7411

Edit : i have forget to ask you if you have mods, installed and if your game have always make this or it's make this only from some time ago, i have take a look on your picture, and i view they are very beautiful but not the vanilla file of the game, so it's can be a mods they can make this too, but for the sounds i am not enought sure your mods affect the sounds...

The game sometimes have trouble with realtek sound cards and surround sound systems, so if you have either of those, jump into your sound settings (outside the game) and make sure your sound is set to run in stereo (even if you have surround sound usually) and the sound should work properly, though obviously you wont get to play the game with surround sound like this, but atleast the sound is there.

i have make some hours of seach on this yesterday, and i don't think it's a mod problems, all the people they have this problem are caused by her setting for the audio,

more of her have resolved this in putting her sound in stereo format, other in putting the sound in "16 bit 44000" format,

some people say if they look the npc in face they don't listen anything, but if they turn her face to the right or left, they can listen her, can you listen her if you turn your head on the left or right?,

the sounds in Skyrim are not high, so make sure in the mixer of your sound on your computer all the thing are up for listening,

other thing you can do, it's to lower the volume of all the other sounds but no the voice sounds, put the volume of your speaker more high to view if you listen her a little,

but if you want to know if it's a mods problem, don't need to make this one by one, unselect all your mods, load your game, or try a new game, try to talk to people, if you listen her talking it's because it's a mod problem, if no it's a hardware problemes setting,

i have found an another strange way to resolve a situation like this, but i don't know if it's can help you, it's say this... :
----------------------------
try deleting Skyrim.ini and SkyrimPrefs.ini from the my games folder in the documents folder, then use the original skyrim launcher and it will generate new versions of those two files, this might work, I think it might be because you edited the [Archive] line in the ini
------------------------------
anyway i make a copy of the thing they have say (because my english are not good)..., i continue my research...

-----------------------------------------------
After searching a lot more I found the answer I think.

The edit I used for the skyrim ini file was incorrect and wiped out a line.

This line belongs in the sky.ini also:

sResourceArchiveList2=Skyrim - Voices.bsa, Skyrim - VoicesExtra.bsa

So the entire thing should read:

[Archive]
sResourceArchiveList=Skyrim - Misc.bsa, Skyrim - Shaders.bsa, Skyrim - Textures.bsa, HighResTexturePack01.bsa, HighResTexturePack02.bsa, Skyrim - Interface.bsa, Skyrim - Animations.bsa, Skyrim - Meshes.bsa, Skyrim - Sounds.bsa
sResourceArchiveList2=Skyrim - Voices.bsa, Skyrim - VoicesExtra.bsa

I did copy and paste from demonized unp female body where he wrote a help text on how to fix the skyrim.ini so the high res texture pack would not overwrite his texture pack. His line I copied and pasted left out the second voice line.

I am not the first and will not be the last person this has happened to either.

Note This did fix my problem. The ini files listed above are specific to a mod fix for skyrim.
Used if you have bethesda's high res texture pack and demonized unp female bodies.
Do not just copy and paste for every missing voice problem in game.
The important line for fixing missing voices is this:

sResourceArchiveList2=Skyrim - Voices.bsa, Skyrim - VoicesExtra.bsa

It should be in your [Archive] section of the ini.
----------------------------------------------------

i hope it's can help you...
