Report a translation problem
If not, check to see if the Skyrim / Data / Meshes / Actors / Dragon / Character Assets folder has a skeleton.nif file in it. If so, delete it. See if that fixes the problem.
If neither of those things is the case? No idea.
Again, how do you access those folders?? The majority of people in the world do not have a Meshes folder in Data.

Edited to add: for me, both the skeleton nif and the above were issues. If its FNIS causing the problem, you'll be in a standing position when floating, in my experience. If it's the skeleton, you'll be sitting.
By unpacking the BSAs, with a utility like BSAopt.

Skyrim / Data / Meshes / Actors / Dragon / Character Assets folder and delete the "skeleton.nif " file.
