Report a translation problem
Although I did have 35 mods installed at the time of playing Dragonborn, I of course didn't have any custom animation mods, or anything other mods that conflicted with Dragonborn [with exception to the Unofficial Skyrim Patch; which is remedied with the Unofficial Dragonborn Patch].
You need to check your mods. I say this because if it were a universal bug to Dragonborn, then PC/Xbox 360/PS3 players would experience it [one example of a universal bug is the Miraak fight].

moveto player
where xx is Dragonborn's position in your load order. E.g. if you have Dawnguard and Hearthfires, it is 04. If you only have one of them, it is 03. If you have neither, it is 02. Assuming you have them sorted correctly, that is. Just open up your Skyrim launcher, click Data Files and check the order there.
If she still doesn't appear, also enter
enable
while she is still selected, and then do
moveto player
again. That should force her to show up.
