My shouts are on permanent cooldown
Having a weird problem with the game suddenly, after shouting a blizzard at a polarbear (yes, i know..) the cooldown bar will not move and stays solid blue, been like that for 2 days rl, like 2 weeks ingame...tried the console command to set the cooldown to 0, did not work. anyone had this problem and knows how to fix this as atm the game is pretty much unplayable as i need shouts to move further. made a new character to check it out and it started with the shout on cooldown from the start (helgen, is this normal? do you need to get the soul before the cooldown dissapears?) standard game with high texturepack dlc, no mods

ha, i see what you did there:P but seriously, 4 minutes is the max isnt it? not 2 weeks:P i could really use the help if anyone has it.

I have the same problem, my shout cooldown bar is always blue and sometimes it starts going back to normal but before it does, BAM it goes to blue again. I really need help to fix this bug, if someone has any answers it would be much appreciated..

While this is directed more towards modded games that inadvertantly affect the cooldown, this allegedly works in some cases.

1) Unequip everything.
2) Type "player.dispelallspells". This will make sure you won't have any ongoing effects that change your Shout cooldown.
3) Type "player.getav shoutrecoverymult". It should say 1.
4) If not, type "player.forceav shoutrecoverymult 1"

Also, check for any Active Effects if you don't want to use console.

It might be an animation cycle problem on a low-end computer -- for some people. I don't know how to fix that, if that is the case -- other than checking if the problem exists at lower graphical settings, depending on the current setting.

Sorry to necro this thread but if you are using the skyrim redone mod there is a plague that causes your characters to have this effect. Any cure disease effect will remove it.

I had a similar experience with the Slow Time shout. I was stuck inside slowmo until I fast traveled to a different location. The shout cooldown bar went back to normal and my problem was fixed.

Immersive Creatures had a Plague Wolf that gave you a Silence effect. That was a nice mod until that happened, because it was an unblockable attack, and would affect you even if you were Ethereal. I mean, watching 22 spiders wipe out a mammoth pack was awesome, but that one little bit of stupidity ruined the mod.

this helped a bit- found out the shoutrecoverymult was set to 1000, set it to zero for now. didnt clear it though, the bar is still blue and i still cant shout. i dont like installing mods mid-playthrough, so is there anything i can do to clear the timer from the console? been playing for many game-days and it still hasnt moved so something else is wrong.

im running quite a few mods, but ive been running the same ones for years and this is the first time this happened, so its definitely a one-off. i just dont want to lose this character.

I had zero cooldown. Thanks for helping me get the cooldown back.
