Problem with Dawnguard Moondial Crests

I am following Serana through Castle Volkihar in the Dawnguard quest "Chasing Echoes". I have entered the courtyard with the Moondial. I picked up all the missing crests, but when I go to the moondial and press the action button to place the missing crest, nothing happens.

I have reloaded earlier saves, disabled all mods, and done my fair share of googling on this problem, but haven't found anything similar or any fix.

I had this problem as well, nothing happened when i tried to interact with the moondial. Seems I needed to collect 3 crest and put them into the right place ( on the ground in the circle) and then the moondial starts moving on its own.

some of the empty spaces won't take a crest, just to mess with you. but as Topazz said, you have to find 3 crests and place them in an empty space, but some may not react
