I am trying to solve this problem in my Wizards of Winterhold mod, it is a college overhaul but the next version will be overhauling all AI NPCs too so they start acting like the type of mages they are supposed to be instead of all feeling like destruction mages.
You will find that mod already has a lot of the features the 1001 small mods add individually, all the summon spells you expect etc etc. It even has a necromancer school within the college.
The next version is going to enforce a skill requirement on all spells so if your not an skill 50 adapt mage, your not going to be able to cast adapt spells until you are. Skyrim lets you cast anything providing you have the mana right now, its one of the aspects of the game I felt was too stripped down so having this feature back in the game feels like I am unconsolizing it.
I did ask what people thought about adopting dawnguard DLC as a requirement on this discussion board but people chose not to answer my question and instead went off on some rant about modding for the wrong reasons so I had to ask that question else where to get it answered.
Most think releasing a separate Dawnguard edition of the mod later and then stop developing the current one and move on to that so I can use the necromancer stuff in Dawnguard is the way to go so I may go that way in the future.
Btw that is one of the reasons I want to adopt dawnguard, it will help build up the necromancer game in wow with the help of a few new quests I plan to write.

SkyRe (Got some added functions and gameplay mechanics in the conjuration tree, like looting skeletal pieces which when you got a full body set can be used to summon a skeleton, e.g)

Spell Mods:
Forgotten magic (also in a "Redone" version). This one gives you Warlock/Death Magic. Along with other schools of Magic.
