Arniel Gane won't take the Dwemer Cogs

I brought 10 dwemer cogs to Arniel Gane in my inventory. Whenever I talk to him he just says I DONT WANNA LOSE MY REASERCH WE GOTTA SAVE THE COLLEGE. he hasn't taken the cogs. The quest marker is right on his head too. I tried dropping them on the ground infront of him and nothing happened still. No dialogue options come up or anything. What do I have to do to make him take the cogs?

Try leaving the college and then returning.

are you at the part of the Winterhold quest where the thalmor agent has sabatoged the eye of magnus and the Arge Mage has been killed and you have to save winterhold from the magical wraths? If so then you will have to finish the questline to interact with anyone at the college or load back to the autosave from when you left the ruins of mzult and then talk to Arniel prior to entering the hall of elements.
