They are part of Dawnguard. Go to Castle Volkihar and shoot down some of the hawks circling there. Lightning spells work for bringing them down as well.

thanks so much for that tip!! sorry for the late reply suffs ya know... anywho, is only the hawks over castle Volkihar? was it supposed to be patched to all or is it just a specialty thing?

Tip - You can find one amulet and bone hawk ring in the display case in Castle Volkihar.

TIP, if you are a member of dawnguard and you steal the Amulet and the bone hawk ring they will be marked stolen in your inventory
