This may do what I think you want if it lets you craft the enchanted items at the forge. Though not sure what ingredients it would require or if it raises enchant skill and smithing or what. I just found it and am reading it myself. Below is an excerpt off the page in that link to the nexus.
This mod enhances enchanting in several ways:
1) It adds enchanted amulets and enchanted daggers to the crafting menu of the crafting-forge.
2) This which allows you to craft the enchanted items the crafting-forge.
3) You can then disenchant the item at enchanting station to learn the enchantments.
4) Learn all the enchantments in the game without having to run all over Skyrim to do so!
5) Adds a new perk that allows you to add three (3) enchantable effects to armor and weapons - instead of the normal 2.
6) Now you can craft and disenchant Amulets of the Divines - which previously was not possible.
5) It allows you the craft awesome utility items that will enhance enchanting and totally enhance your game experience!
THIS INCLUDES CRAFTING, DISENCHANTING & LEARNING ALL ENCHANTABLE EFFECTS IN THE GAME THAT COULD BE PLACED ON ARMOR & WEAPONS!
EDIT-Nevermind, I think it lets you learn all the enchants but not sure if it lets you craft at the forge all the items with all the various enchants.
Scripts can be attached to all crafting equipment. I could probably be able to rewrite my "Transmute" mod in using the smelter instead of a spell, as the smelting/transmuting process is quite straightforward: ores to ingots, iron ingots to silver ingots and silver ingots to gold ingots.
But enchanting weapons, armor and clothing is something different. Which weapon, armor or clothing do you want to enchant, and with which enchantments and how many, what magnitude and what duration.
As far as I know the game only supports adding 2 or 3 enchantments to an item when using the arcane enchanter, but when using scripts far more enchantments can be added to an item. Then there are some 100 different enchantments of different types (delivery: Self, Target, Contact, Aimed, Target Actor and Target Aimed).
Still, it could be possible to create such a mod, but it would probably require SKSE and an MCM to configure the enchantments one would like applied. It would probably also require more than this.
If someone would ask me if I would be willing to create such a mod, my answer would be: CERTAINLY NOT!
Well, I guess this will take a while to go through my 500+ Gold Diamond Necklaces...
No mods needed for this, the game gives you the option to do it without cheating, so people say the skyrim is broken
