I build a second house and this 1 also gives me problems, i asked the stewart to arrange stuff for me and even though he took my money nothing got added. And the entry room is done but is still available but when i click it he says i don't have the money to buy it.
i'm having the exact same problem. the living room is unfurnished even after spending 10,000 gold trying to purchase it. and the childrens room doesn't appear either. both items remain greyed out in the stewarts dialog box.
don't really care about the childrens room not working, but when you spend 30K+ on a house you kinda expect it to work properly :/
Also, the Windhelm house had some trouble in the past if the butcher's backroom was not cleaned up before purchasing upgrades.
If you can't get it fixed (not cool if you can't), remember that while Proudspire Manor is expensive, it isn't the best in game house. Cheat your money back, grab the stone of Barenziah and move to Windhelm or Markarth. Or Solstheim, Severin manor is a nice house too, if a little out of the way.
My character is the darling of the Imperial army after winning the war spends most of their time around Solitude, I don't want to have a build a house on the other side of Skyrim in order to house my kids.
