Dead Quest Giver

Mathies is DEAD. Is there any way to get the "Ill Met by Moonlight" Daedric Quest. I talked to the werewolf in Falkreath Jail but the message did not pop up syaing the quest had begun.

Along the same lines Beitild, the mine owner in Dawnstar is dead. She is a target in the Dark Brotherhood quest line. Will the line finish without her.

Why weren't these people made essential?

I tried `player.moveto (maties' ref ID) and ended up in a small corridor intersection in purple, yellow and green colors. There was Mathies' body amongst others. Any way to resurrect them from here?
