I quick saved in front the of the Arch-Mage, then quit to desktop.
Restarted Skyrim and disabled the data files of every mod except for the hi-re textures and Hearth (since they're both official, I belive, plus I didn't want to lose anything from Hearth. I have a lot of crap there).
Loaded up my quick save and completed Under Sarthaal, Hitting the Books successfully started.
Immediated quick saved again and quit back to desktop.
Restarted reenabling the various mods I had just turned off.
And so Bob's your uncle! Hopefully this will work for you too.
I ran into the same problem. I unloaded mods in groups, until the quest would advance properly. I found the mod VILSKRAG was preventing it from advancing. The dialog proceeded properly, and "Under Saarthal" completed properly, but "Hitting The Books" would not initiate. Disabling "Vilshrag" solved it for me. Now, to re-enable it and see what happens....
After re-enabling Vilshrag, i continued the quest ( Hitting The Books) and found I was locked out of the part of Fellglow Keep that is dependent on the quest, that being the door up the stairs from the flame atronoch was blocked by stone.
Summation: Vilshrag interferes with triggering and executing the quest Hitting The Books.
I assume the writer overlooked or was unable to test that particular quest line. I hope this can be fixed because it looks like the mod has potential.
