Here you go:
BaseID is the ID of the default entry in the editor. If you place an item via its BaseID, you will always get the default, unmodified item.
RefID is the ID that is given to each and every object in the world. For instance. If you have 2 Jarl Balgruufs, they share same BaseID, but have 2 different RefID. Just like every floor and wall tiles, etc.
PRID selects an object from its RefID.
It is not easy to find RefID for something that you do not have on your screen...
When I needed to find RefID for a vanilla follower, I just went to Skyrim Wiki and it was there.
Once you have the RefID, use PRID <ID> to select it.
Then you can use "moveto player" to teleport the companion to you.
If nothing happens, write "Enable".
And when I do HELP TROLL what number and I given Ref or Base? Sometimes I use the place at me command and never get what I expect. I'm no doubt doing something wrong but trying to muddle my way through the best I can.

You have to look it up on the Wiki or click on them directly with the console open

Thats because you have a clone or duplicate created.
Basically if you want to move an existing object you'll have to look it up online or click on it.. Using "Help <object> is only really useful if you want to make npc's Essential or not.
