Anyway, if it isn't diseases or vampires, then the only way I've ever found of fixing this was to go to a save before it got weird.
If you remember what was happening when this first occurred, that may help.
For instance, this happened to me once from a modded disease that stopped stamina regeneration. I used a potion of vitality, and the disease went away but the effect didn't.
Another time was due to a bug with attacking using a modded throwing weapon. The animation for the throw glitched, and before I knew it my stamina stopped regenerating >_<. This one was fixed for restarting the game and throwing the same item - this time making sure that the animation completed.
Try different things, but my main suggestion is to load a save from before this started =/.
The health, stamina, and magicka regeration penalties for vampires only apply outside during daylight hours. The right enchants on your gear(which are 25% more effective assuming you took the Necromage perk) can completely negate those penalties providing you've been working on your enchanting skill. The +25% fire vulnerability is negated if you use the Lord Stone to gain 25% resistance to magic(+31% if you have Necromage) because aside from traps there are no non-magical sources of fire in the game.
But quite a bit more fun.
Being a vampire gives you stat boosts to magic, as you've already illustrated.
Being a werewolf allows you to tranform into a vicious beast and slash your opponents to ribbons and eat their flesh.
Sorry, being a werewolf is just more interesting. May not be as effective later on in the game, but it's quite a bit more interesting than a few stat boosts.
you know towns folk attack people that are werewolves right. spent many hours as a werewolf trying not to kill people who attack m because they are speciests.

It was maybe another mod or broken item I equipped that caused this issue.
In SkyTweak, access the page Attributes.
On that page you have 3 things you want to hover your mouse over to see their actual values:
Base Stamina Rate,
Base MagickaRate, and
Base Healthrate.
You will see an "overall actor value". You alter
Base Stamina Rate,
Base MagickaRate, or
Base Healthrate,
so as to increase the "overall actor value".
In your case, I would increase "Base Stamina Rate" by 0.5 until your issue is fixed.
