FIXED: Character able to channel spells with 0 magicka ... need explanation/help
I DID SOMETHING I SHOULD HAVE DONE BEFORE POSTING HERE: This was most definitely a bug. I verified the integrity of my game cache, and restarted Steam after it redownloaded whatever was wrong. All the channeled spells now work properly. I really wish I knew what had happened and how to replicate it because having essentially infinite magicka, even with the weakest spells, was really helpful, especially Healing. Anyways, below is the original post for archival sakes.

After putting in a good 90 hours with a Stealth, One-Handed melee character, I decided to try a pure caster character.

Everything started good, was playing fine. Then, one day, I open the game to start playing and during my first fight, I am dual-wielding Flames, and when my Magicka hits 0 ... I continue to cast it. I don't really think about it much, maybe I mis-saw my Magicka meter. Then, in another fight immediately after, I cast dual-wield Healing to not die, and it continues to channel after my Magicka is fully depleted. I actually hold it for a long time to see if I will run out, and I never do. Basically every channeling spell I use can be continually cast long after my Magicka is gone, I tab to my Skills page (the one with all the constellations), and it says my Magicka is at 0 but I can still channel. And it is only the channeling spells; if I try to use a big spell at low Magicka, my meter blinks and I get that sound effect.

My character is level 17. I use no mods and do not use the Unofficial Skyrim Patch. I do not cheat in any way, and I do not have any gear that a person wouldn't have through a normal play through, and I only use the Console commands to change the FoV, because I am susceptible to motion sickness. If I reload a previous save from a few levels earlier, I will run out of Magicka and the spell will stop being channeled. (I could restart from here, but it would be a couple of hours of lost content, not all of it I remember so I won't be able to reproduce it all, so I really want this to be a "When all else fails..." option)

I do not know what happened or what changed, but I would like to figure it out and fix it because it feels like I am cheating through a glitch or a bug.

Believe it or not, that can be connected to your problem.

I've seen this tied to the Mage's College quest where you cleanse the focal points, if it's the same, it's a bug and it's not permanent. It usually wears off in a couple hours. Check to see if you have any fortify magicka effects listed in your Active Effects.

Not likely that it has anything to do with setting your FoV. I switch mine constantly for screenshots with no problems.

If it has anything to do with cleansing the focal points then it is not a bug. It falls within the purview of the unforseen effects mentioned by the quest giver. The only thing wrong is that the description of the effect is inaccurate.

The so called cleanse focal points "bug" wouldn't have anything to do with you having 0 magicka and still casting anyway. The effect causes you to continuously regenerate magicka even while casting spells and increases the rate at which you regenerate magicka. It doesn't do anything beyond that.

I haven't stepped foot in the Winterhold College yet, and my Active Effects are all accounted for; it's all from my gear and racial abilities (I'm a high elf).

A suggestion based on prior experience. Hence the word "if".
Hope you find your solution.

Had the same bug. I just unequipped all of my equipment and used the ability in question, for me it was lightning storm. Then it worked again also with the same gear equipped.
