In lore, cats exist yes. However, cats (likely not all of them) are born of Khajiit. Depending on the moonphase, a Khajiit child will take several forms. Some Khajiit are human like, some elf, some are feral tigers, some domestic housecats. It all depends on the phase of the moon and when they are born.
The problem is Bethesda has been backtracking in their fantasy lore. A few years ago they would have jumped at the opportunity at creating such a rich and unique fantasy world, but ever since Oblivion it seems they are... fearful? of producing lore that is considered too "high fantasy".
Basically the plots and world lore of TES has degenerated to that of a bad Hollywood film adaptation. Evil dudes are evil because prophesy says so and its your job to stop them, and any and all of their rich fantasy lore takes backseat to whatever they think will appeal to the masses.
Having a world where Cat people are giving birth to domestic housecats is... out there. They are probably never going to depict anything remotely like this in any of their future games if they continue this pace of dumbing down the fantasy. Hell, there have been interviews with Todd talking about his desire to wipe the Elder Scrols Lore clean and starting over... basically, don't expect to see housecats in an Elder Scrolls game till Bethesda can fit in a dragon break or end up starting the lore from scratch.

Quest aids as cats. When you need a distraction, just toss out a cat and direct it to walk by whatever you are trying to distract. (lol) If it were a Khajit, there could be some amusing results... "Uncle Nimrod??? Is tha you?? Nimrod wait come back I didn't mean to (what ever)..."
Thanks to the wonderful efforts of modders I now have pet cats, and they are essential too (they will definitely outlive me....)

Very true but if they led the NPC you were trying to distract to such a location, they would have served the purpose perfectly.
Of course with me, I'd probably crawl in the box with the cat and take a nap,,,, maybe the Dark Brotherhood wouldn't find me so easy then.
