Crossbow Bolts For Vendors[skyrim.nexusmods.com]
Console command: player.additem xx00D099 xxx (first set of "x" is for the load order of Dawngard, second set of "x" is for the number of bolts you want to give yourself.
I finally got around to starting the Dawnguard questline and I found it a little crappy that they give you the crossbow and only like 20 bolts - leaving you to dig around the fort or (as it sounds) dwemer spheres for any more.
I'm not all that surprised that Beth made it so that Dawnguard items don't usually appear in the base-game world but I would've thought they would've had the sense to set up a vendor/smith or such in Fort Dawnguard to let players buy new things like the bolts among other new stuff.
You can also craft bolts at the forge inside of fort dawnguard as long as you have the relevent smithing perk(possibly need to complete the first schematic quest first), you may need to use a mod to expand that to other forges though.
On a side note I've always thought it a bit ridiculous that Bethesda made it so easy to smith armor and weapons, a quick *bang* *clank* and even a noob character can make a working item that has no flaws. Yes, it is a flipping game, but making smithing be a bit more time/effort consuming would be really immersive. Ever try to fletch arrow in the meat world? It ain't easy! Try to make a sword or other weapon? Get burnt by the forge or smash your fingers a few thousand times before you can even think of making something that does what you want. Make a bow? Get ready for the bow string to break and cut your face or gouge an eye out.

Honestly, what I would like to see would be a complete overhaul of the entire weapons/armor system. As I've grown more accustomed to "roleplaying" with my characters it always felt strange to play as...for example...some veteran of the Imperial legion and have all "Imperial" armor and weapons become obsolete after level 15. It just doesn't feel right putting him/her in something like Orc armor or have him/her using Dwemer weapons.
I think it would be really immersive and cool if each playable race had their own sizable and lore-friendly weapons/armor loadout that covered light and heavy armor as well as all kinds of weapons that would be appropriate for them. In addition that pool for each race would have weapons/armor useful for early, mid, and high level characters and you'd work your way up there just like you work your way up to Elven, Orc, Daedra, etc as it is now.
Simpatico in that thinking, I couldn't agree more with your ideas regarding the dumb leveling of armor/weapons.
But then I don't have several million dollars to pay for a total make-up of the game so I deal with what Bethesda gives us as best as I can. ;)
I can tell you though that if I had the technical skill to mod and such I would be happy to do it myself.
