How do I stop the dang starting cart from flying around?
Every. Single. Time. I have loaded into the game, restarting, uninstalling and reinstalling, the damn starting cart has broken and started to fly around and crash and spin and just be annoying and uncooperative. I literally cannot play past the first cutscene. Help?

Also, something to note: NO mods

drop your fps to 60

Its simple. Navigate to your My Games\Skyrim folder. Find the Skyrim.ini, look for VSync in there, set the value to 1. End of problem.

mainly windows 11, because i have to go through like 20 pages to change my monitor's output just so i can play a game that really shouldn't be having these issues

Why would you expect a game this old to be issue free on hardware and operating systems that didn't exist when the game was developed?

issue free? i don't expect that.
not having an issue with displays that operate over 60 hz, when i've used games much, much older that don't have any issues related to graphics when i use a 165 hz display? that, i expect.

It's not the monitor's refresh rate that needs to be capped. It's the video card's frame rate. Nvidia provides a handy interface to do that for you, if you're using one of their cards. AMD has a similar interface for their cards. Don't know about Intel's stuff.

Reason: game developers often take 'path of least resistance' tricks, using certain 'presumed-fixed' values for granted in how things are handled behind the scenes. For Skyrim, one of those assumptions was that the game's frame rate, to which the physics calculations were tied, would never exceed 60 'steps' per second. But it has, and that causes the physics calculations to go haywire.
